PROJECT GOAL

The main goal of the project is to prepare a legal and substantive framework for the establishment and operation of a national regulatory sandbox for artificial intelligence, which will enable testing new technologies and business models in the field of AI in real life. There will also be a special focus on user and market responses to new technologies and on measuring how well innovations work. Public response to UI innovations will also be an important aspect of the study. With the establishment of a regulatory sandbox, it will be possible to gain insight into the effects of the applicable national and international legal regulation and, above all, EU law in the field of UI, and to identify the necessary additions or changes to the existing normative framework.

One of the key goals of the project is also the identification of stakeholders involved in the process of testing new technologies in the regulatory sandbox, such as authorities and organizations with high decision-making powers in relation to the regulatory sandbox. In addition, the goal of the project is to establish a robust legal framework for a regulatory sandbox, which enables testing innovations within the existing legal framework and overcoming possible legal obstacles, while at the same time fully respecting the regulation in the field of human rights and environmental protection, and enables and encourages innovation that ensures competitiveness and adequately addresses issues of accountability. The substantive and legal framework established by this project will also enable the evaluation of the effects of the regulatory sandbox and provide relevant and objective information on achievements. Cooperation with all relevant stakeholders, including governmental and non-governmental bodies and organizations and the economy, as well as involvement in relevant discussions and processes in the international field, is important here.

The project will contribute to the development of research and development capacity in the field of AI in Slovenia. The interdisciplinarity of the research group is also an important aspect for the implementation of this project, and cooperation between universities, research institutes and companies will enable the exchange of knowledge, experience and best practices, which will contribute to progress in the field of UI and strengthening of the scientific research community.

The project aims to strengthen the international cooperation and visibility of Slovenia in the field of UI regulation and development (specifically in the field of legal and content regulation of UI regulatory sandboxes). Active cooperation with European institutions and the organization of various dissemination events will enable the exchange of experience and best practices, as well as raising awareness among experts and the general public.
